customizable lotto script in PHP

Need a lotto site that can connect to an already existing mysql database, using the existing members to allow players to play. This needs to be in PHP. Have a complete admin section as well. The programmer that is chosen will need to sign a NDA with my company before work can be started. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. This script needs to be able to do the following: 1) use cookies for user name and email. 2) user interface so the player can pick their numbers or have the system generate for them 3) the player will submit their 'ticket' and while waiting for the results, will have a paid advertisers page displayed with a timer displayed. 4) after the set time has expired, the user will find out if they've match the numbers drawn and what if any prize they have won. 5) the prize will be deposited directly into their user account that already exists in our database. 6) the main page will need to display: site name date number of players to date number of tickets to date prizes available header and footer The admin section needs to have the following abilities: 1) change the number of 'balls' drawn ie 3,4,5,6 2) number of times a user can play in 24 hours 3) amount of time the player will wait for results ie 10,20,30 seconds. 4) ability to change the prize amounts and number of prizes available. 5) ability to change % of winners allowed for each pize 6) abilty to block certain users if needed 7) the advertisers are already in an existing table. need an association table so that the number of clicks can be pre-set. The programmer will have access to our database and will be able to see what is needed. Will also need gui as well.
