convert http get/post apis to a soap webservice

i have a set of http get/post calls (approximately 20) which return raw (plaintext)data . what i need is you will convert each of these apis to a standard soap webservice. most of these apis return 0 or 1 (true/false). it has to be implemented in php, simple work for an expert.
