Build android and iphone app that tracks and alerts based on user input (almost same as rainalarm)

Okay I have added more details. What does it do? The app is based on users input (like community sourcing), and will look and function much like the rain alarm app ([login to view URL]) only instead of an alarm sounding when rain is within a certain distance of you. It will sound an alarm if let’s say a wolf is in your area (end user to select how many km away they wish to be notified from. The below is not the actual details but a scenario doing the same thing. So, let’s for example say we are tracking wolfs (not really) and me as and end user sees 1 sitting on the side of the road, I should be able to open my app and select that I spotted a wolf. This in turn will log the sighting in the online database with my username and my gps location. Anyone else that has this app installed and is now located within X amount of km from this reported location should have an alarm pop up on their phone stating to be careful and show them on a map the details of the location (with out breaching the privacy and EXACT coordinates GPS of the user that first sent in the details) All it should do is show the user a map with a circle around there search grid with their current location in the center of the circle/map and a picture of a wolf where the sighting occurred within their notification area. As more people near this location their phones would sound an alarm/vibrate depending on their settings as well doing the same thing. Coding Needs Connect to a webserver (setup) to send data to a central database and be able to let other retrieve info automatically based on their locations. User will need to create an account using their email address (and verified before they have access to the database) so we don’t have people creating random fake reports. Daabase must be secured and not be able to get access to anything other then the needed details as this would cause a huge privcy breach. Location aware When user first downloads the app they must create an account to make it easy and convenient for them to report sightings. User details include a email address (that will be login name), username to display as reported sightings, password, d.o.b, country, province/state/city profession. Must be easy to submit a sighting, so account already logged in. Must support multiple phone screen sizes/density as well as all of android and iPhone models Database ORGANIZED and easy to follow, submitted sightings stored with USERNAME, date and time, gps location, city, and amount of reports the user has made. Use very few resources (written well) and coding DOCUMENTED runs in background or in a way that you will be notified if a wolf gets close to you (through your location and the distance apart that you select) after you are notified you click the notification icon on your main screen and it will open a google map showing your location and a photo of a wolf at the gps coordinate of where it was reported on the map, also showing a circle showing you in the center and the vicinity you have chosen to set the distance as. Every night at midnight the endusers stuff resets but the database still stays intact and just appends the next days details. (Open to suggestions) EXTREMELY USER FRIENDLY!!! And easy to navigate and set options. FUNCTIONS THE EXACT WAY AS THE RAIN ALARM APP only instead of the rain setting off the alarm it will be the endusers reported sightings that will be providing the data.
