Hallo, I think that you do not need lisp program for your need. If I clear understand You need to draw over arhitectural plans without any changes in underlay plans. You need autoCAD command _XATTACH and find appropriate underlay drawing and attach it like Xref or Block. I suggest Xref. Then You could draw over it You can not change anything in xref drawing.
