Instant Messaging & Organizer

I want to estimate the cost of building a larger project. The purpose of this post is to estimate a cost of building an application having the features of Instant Messaging and Organizer (like Outlook). Lets call this application as IMO. IMO is a portion of the project. IMO should be fast and reliable (up to the capability of committing an online transaction). It would be best of having it simple like google talk, google chat and google mailbox but as fast and as reliable as they (google) does. But this doesn’t have to be a search engine.. I need truthful opinion of what and how can this being achieved. I want a demo & documentation. I will shortlist a few GetAFreelancer usernames for future reference.
