Software to decode Car VIN numbers to Make , Model and Year

The manufacturer is simple to decipher. A simple table to convert the first three digits would be required. The year would be simple in the united states, but in europe it isn't standardized. The problem is that the structure of the code varies based on the manufacturer. My quote is based upon interpreting the codes for 10 manufacturers, including models and options, and providing the ability to extend for more manufacturers later.

hi. I have 3+ years of experience in C#. I can create a simple class in C# with a function and the logic to convert VIN to car info. I think I will put all the WMI, VDS, VIS in the same class and avoid using any databases to keep it simple. I have understood the project. Will basically store the VIN decoding logic in the code and the static information from Wikipedia in SQL database. Based on the input VIN number decoding will happen. May need some more inputs on conversion as year, Country code is available in Wiki nut not each character representation. I may need to find this.

Dear Sir, I am an expert C# developer, and after reviewing the data in the Wiki article, I feel that I am well qualified to generate an application that decodes the VIN number of a vehicle. If selected, my plan would be to create a C# application with a basic GUI, that would allow the entry of a VIN number, then decode it to the Make, Model and Year. I will add other information derived from the VIN, as time allows in the project. I do not expect to make use of a database to store information.
