* APK supports Android 4.2 and higher, it can play SWF files under the condition satisfying with all requirements listed above.

Having written some years ago several NPAPI plugins both for Windows and for Linux, and knowing very well how they are handled on Mozilla code, we can build now for you a standalone application that implements this behaviour, targeting all I/O to an Android device. For the rendering itself and the use of the standard control buttons there should be no problems at all. For the rest of the interactivity functions you mention, as well as for sensor activation, they must be tested specifically on each Android version according to the corresponding permissions. We can design your application to be an extremely light-weight, since we are particularly specialized on this kind of optimizations.

I find this project quite interesting and the requirements clear.
I have some experience with android NDK. I am also familiar with android source code itself(which actually might help in a project like this). I am also familiar with swf file format specs after having worked a bit with swftools project.
On the prior experience side of things, I have worked in c, c++ for over 8 years. During which time I have worked on the development and maintenance of an in-house nosql db at a fortune 500 company. And prior to that I worked on developing a block level adaptive caching solution for virtual machine images for xen(open source system virtualization software).
My only concern though is the fact that i don't have access to any device which has all the sensors you mentioned.
