Done a couple of similar projects. Straight up database with forms on the surface. The excel thing you made would speed up the process.

Is there any reason that it must be MS-Access? My suggestion is to use FileMaker so that the database is cross platform, runs on web, pic, Mac, phones and can be connected from multiple computers at once.
