Specify the design for Adobe Flex application

I'm developing a site for the UK interior design market and need to develop a web application called a 'moodboard'. Sites with similar boards exist ([login to view URL], [login to view URL], [login to view URL], [login to view URL]). The board acts as a canvas onto which users can 'drag' images from a set of items, resize and rotate, crop, bring forward/send back, and add frames. Uses are able to save multiple draft boards and to publish them. When users click on an item, they should be able to view details of the item in an information box. Requirement: I'm looking for a competent developer to determine the requirements and specification. Using the [login to view URL] application as a guide to the requirements, prepare a requirements specification including: Detailed functional requirements Design constraints Performance constraints Data / database requirement Software attributes Other requirements Include an estimate of the time required, milestone descriptions, and timeframes. Freelancer defines this as a 'simple project'. My experience is that preparing the scope / specifications is not simple, however it is an essential step to ensuring effective delivery. Note: This is not the development project; that will only commence once the documentation has been completed and specification prepared. My budget for this stage is limited to $45 for the documented functional requirements and specification as outlined above.
