I'm assuming that the (USA, CANADA OR PHILIPPINES ONLY) requirement is due to the fact you're fed up with people not understanding what you're trying to say, or vice-versa. No issues there, since my English is fluent due to around 20 years in the US. Anyway, I run a web hosting service and have extensive malware cleaning experience, but I do not do frontend work. This means that I can completely clean your site, updating all software so it does not get reinfected, but I cannot redesign it. I will manually scan your theme's PHP for malware if you no longer have access to fresh zips. Can remove all malware from your domains and close security holes. Im use few malware scanners like ai-bolit, antidodo, malware detector and soft for find rootkits - chkrootkit and rkhunter. How many domains on your hosting? If you have multiple domains under the same account, whole account is infected with all sites in it. And all account must be checked. Also redesign site is not a problem. SSH required
