We could use LiteNetLib as the networking base and connect the Facebook SDK to allow for friend invites. I could certainly have something working in way less days than what I'm proposing. My only concern though would be allowing payments through PayPal, as Google Play Store doesn't allow anybody to pay directly through services other than their own store, but we could probably figure something out.
