I need more information about what exactly you need to be done. Does your server need to store the username and password for every user for twitter and facebook?Does your server handle the messages and the app just shows them? I have implemented a few apps that use the twitter and facebook api, and I can test the app on a range of devices from 2.2 to 4.4.

I have already made such an app which contains this complete functionality you need along with other features too. Since it was my personal project, I built a code which is very efficient (extremely fast and robust). Also, most of the GPS related apps in market do not function properly in android versions 2.3 and below since there was a change in API later and most of the developers do not know this. My app supports all android versions.
