I need a very simple website created

I need a very simple mobile website created. This would be a single page site. Basically when the user visits the site they get to press one button that generates a unique number. The number would look like this "2342-5321" for example. This is basically a lottery number that I'd use for a contest give away. I would announce the wining number, but only the first 4 numbers and the person would contact me with the matching other 4 numbers. But these announcements would be made outside the site. Again all the page needs to do is generate these numbers and somehow send me a list of these generated numbers every say every 100 times it generates the number. I can explain more if you'd like. The Project is very simple. Also I plan of using a Content Locker on this page so the use would have to unlock the page before the number generator is available. The page needs to be compatible with a content lock. I dont know anything about building sites or code so ill be putting this in your hands.
