So basically you want a app that will let you scan the text using iPhone camera and then "read out" the scanned text ? No need to increase your budget, that alone is fairly not too complex and can be done with little effort. This is how I will do it, I will have the app use a ImageToText framework and engine to capture the image via the camera, scan the text off it and convert it to native text which iOS can read. Then, I will use a Voice Synthesizer and a TextToSpeech engine to read out that text via iPhone's native Synthesizer. We can discuss the project in more detail if needed.
