Your description was not totally clear: want you implement your own OAuth server to authenticate your users, or will you use 3rd-party OAuth server to authenticate your services? Or maybe you want 3rd-party to build OAuth server for you. If you want just use 3rd-party server to auth, you need service url, key and secret, that's all. If you want build OAuth server for yourself, you does not need any files or something - all stuff you will be built by yourself. If you want 3rd-party to implement OAuth - you need to talk with this guys, there is no help from freelancers to help with discussing about cost and time between two 3rd-party companies I have a lot of experience with ASP.NET MVC (in 5 last years I use MVC in half of my projects) Also I have about 10 years of experience with SQL at all and about 6 years of experience to deal with SQL Server.
