credit management website (similar function to paypal)(repost)

I am finding a team which can help me to develop a website which has credit control system and evoucher system. layout and function similar to paypal, but it has no connection to back. it can add $ to voucher and control their credit. support mutil language, (especially asian language) and this project will be include admin page. Simple and user friendly interface should be included. (no flash) also, it requires a simple to use merchant tools (same as paypal) where third party can use our tools to accept payment thru our website. Skills: ASP + MSSQL or PHP + MYSQL Webservice, java, etc... Requirement: I need someone or vendor who can handle the whole project by its own and with good project reference. also, bidder should have good OO concept which can define the function in module and component.
