Image Lite Resize Editor

We are looking for a developer who could develop a digital image editing software. Preferrably (but not necessary), the program can be accessed via an icon placed onto the toolbar of the web browser when downloaded. To be known as "Image Lite Resize Editor", this piece of software has to perform the similar task as Adobe's Photoshop. It has to reduce the file size (ie. pixel dimension) but NOT the physcial image size or to affect its quality. For example: An original digital image of 300 pixel per inch in a 4 x 6" size will be 1200 x 1800 pixels. Reducing that image (still at 300 px/inch) to 2 x 3" will reduce PIXEL SIZE to 600 x 900, resulting in a file about one-third the size of the original. The primary use of "Image Lite Resize Editor" is to optimize digital images and photos for publishing on the web or sending by email, thereby enhancing the speed of downloading. Please note that I am not after a cropping tool (such as the kind found in MS Photo Editor) that only simply reduces the image size. This program has to be able to run on both PC and Apple platforms and support the following formats: jpg, gif, bmp, TIF Please also consider incorporating the following functions: crop, rotate, resize, sharpen and soften (refer to MS Photo Editor for clue) into the end product. There would be additional monetary payout for achieving them. There would be a long-term working relationship with the winning bidder to work on future upgrades and other projects.
