I need a script written to Extract data from a DAT file for Excel

We have a need to extract the data from Online Poker Inspector Profiles to an Excel Spreadsheet. Online Poker Inspector is a commercially licensed program but the Profile DAT files are open for modification and instruct the software how to play a particular hand. These profiles are editable within the software and saved as DAT files. Editing these profiles with hundreds of rows of information is a long process. We would like to have this information dumped into an Excel spreadsheet so we can compare winning profiles to losing profiles and see the differences quickly and without looking through the profile editor of the Online Poker Inspector. We are able to currently open the DAT file in notepad but only the first few lines are readable. I'm not sure what language the files are being written in, but I'm guessing perl. We only need a program written to read the DAT file so we can dump it to excel. At this point we don't need to edit the file and encode it back from an excel to DAT file (although we might be interested if it's not too much more). We have provided a copy of a DAT file so you can see what the file looks like.
