ip software or environment consulting

I am looking for a way to change ip when i wish to do so. I am not using this for any illegal purpose i am using this test a vast amount of applications that are being developed with our company. I will pay for a software guidance on which one is the best have used hideip etc....i tried round robin but we need an applicaiton or software that is already developed that can do ip in this manner. Let me know your thoughts if there is such a tool out there that has speed behind it our a way to do this on several hosting accounts etc....
