WordPress Blog Configuration for Multiple Users

I have installed WordPress blog software (via Fantasticon in my cPanel), and having trouble making a few things work: 1. Comments link doesn't work, so users aren't able to post comments; 2. Category links don't work for readers; 3. I'd like to edit the template a little (e.g. removing the unnecessary links in the sidebar, such as META, About) but it tells me "if this was a writable file, you could edit it" - so I can't seem to remove links. I can only add new links. The end result should allow users to register for their own account, be able to post their contributions, and comment on posts made by other users.
