I think the most accurate candidate for programming language is PHP for back end and user front end, also, JAVA J2EE can be a good candidate too and will be able to do more "interesting" stuff that can help performance and reduce maintenance costs but will need a few more technical requirements and I think that PHP can PERFECTLY deal with all your project requirements (Facebook moslty uses PHP so here's the proof that PHP is powerfull for your project) on front end I think will be 100% neccessary to use bootstrap and it responsive characteristics just to make a COOL and GOODLOOKING template on HTML5 compatible with Internet explorer 8, 9, 10, 11, google chrome and mozilla firefox. 2) Work team: My work team is composed by 1 graphic designer, 3 professional developers (including myself) and 1 software analyst and tester and we ALWAYS develop using SCRUM and We've previously done projects for local gobernment companies with successfully results. I have MS in Information Security with research interest of Cryptography. I have implemented Cryptography algorithms in Java and C, written security solutions in J2EE and Java, have implemented datastructures in Java, and built two websites for research / proof-of-concept purposes. Additionally, ~2 years of IT experience. I have taken Graduate level courses in Cryptography and Security that dealt with analysis of Cryptographic protocols, my Masters level project involved design of a Cryptographic protocol for a specific authentication problem in three-party settings.
