CSS Stylesheet design with strict Silo Architecture

I want create a very SE Friendly website from the beginning. I am looking for someone with EXTENSIVE knowledge on Silo Structure design and CSS. Initially, I want a CSS page designed and created. I am going to be adding content, keywords etc. on Frontpage, so I will also need someone who is willing and able to walk me through ths CSS relationship (to HTML) as I have never worked with CSS. I get the concept, just not sure of how it works exactly. I may need a couple different CSS' as I there will be a couple different types of pages (one for info and content and 1 for ordering online) If all goes well, this could turn into a larger project and as well could turn into additional projects. Buyer will receive exclusive and complete copyrights to all work purchased.
