477360 HELP HTML - CSS - DROPDOWN MENU - FORMATTING

Long story but I had a programmer build a design that looks like langara.com. My site i'm working on is [login to view URL] Right now the site has a dynamic dropdown menu with a wysiwyg system on an admin panel. The site also features a rotating background. The problem is he couldn't deliver on the project and I don't have weeks for someone to try to fix or rebuild what he attempted. HERE IS WHAT I WANT. The design uses way too complicated CSS. I want this design rebuilt with more standard css information. I am doing away with the dynamic menu all together. All I want is a regular dropdown menu that uses images as the main buttons so that I can keep the exact look of the existing design minus the big menus. This is so that I can save time and just get this up. Secondly the design site uses way to much css even using it for graphics. This is uneccessary and needs to be eliminated. I want redesign so that the background images still rotate and everything looks the same as it does except for the menu like I said before. You are not designing something new. your just recreating this design unsing more simple methods. This design and the formatting on the page MUST be compatible with ie7, ie8, firefox, safari, and chrome. I use frontpage to edit my pages so I want something that I edit using that. So I want these to be an .htm page. Aside from the redesign for my [login to view URL] page, I need you to create a [login to view URL] and a [login to view URL] so that I can include those on my php scripts pages. So I need a more simple coded design for this page with a new simple dropdown menu - [login to view URL] Then I need a more simple coded [login to view URL] and [login to view URL] to wrap around my php pages like you see here - [login to view URL] This is a very simple project. The only thing somewhat different is the rotating background images which I want to keep. It's important that the background stays a flexible background image. Please be honest about your completion dates. I need this done in the next day or 2. Thanks!
