Scraper and RSS Skills Needed

Hi, I am looking to build a quite simple site but too complex for me. The basic idea is to obtain the information off of the Yahoo buzz log and automatically generate web pages and get RSS feeds related to that topic. You can see the Yahoo Buzz log here [login to view URL] The categories I need are : Actors Movies Music Sports Television Video Games In the log there are the top 20 searches for that category and also the top 20 movers. So I would need 40 items pulled off of each one of the categories. Then the pages would be generated (if they dont exsist) and RSS feeds would be found and placed on the page. The site structure would be similiar to this site: [login to view URL] Along with all this I would need a script to handle people requesting a link exchange. Just your basic link exchange that can automatically check to see if the links are where they are supposed to be. An admin function would also be needed so I can easily change out advertisments, approve link exchanges, ect. The site would have to be SEO friendly. For example each URL would be [login to view URL] . Along with SEO friendly Titles and Description tags. Would like this done in PHP/MYSQL but I am open to other languages if need be. I need this to be pretty much automated. The only thing that I am looking to do myself is link building. I will go over more details if you are interested.
