Collaborative money savings apps and website

I want to have a Collaborative money savings apps (IOS and Google Play) and website that allow signed up users to create a new circle or join already established circles for a group of people to starts saving money in a monthly basis and each month one of the member on the designated circle will collect the money once his turn arrived. It is similar to a crowdfunding concept, but must include the following in addition to the crowdfunding features: * Customers credit rating and credit scores that change based on their historical progress and contribution on the app. * receiving and sending of online payments from the participants side as well as the company side. * Support Both Arabic and English languages * Customers sign up form with files attachment fields to upload ID and other documents. * Commission based system to charge each participants for the money savings rounds. * A membership system to charge customers one time fees once they apply and their form are approved which shall allow them to fully access all circles available within their credit score level. * Different circles levels (circles bands) in which each associated to a credit score level. For examples, a circles level for D level circles ( for startup users with credit score of 60% and above out of 100%), C level ( customers with credit score of 70% to 80%), B level (for customers with credit score of 80% to 90 %), A level ( for customers with credit score of 90% to 100%).
