Custom directory site. Need custom website design without the reliance of templates or at least be able to modify a template to perform the functions I require. Heavy database creation / setup knowledge required with dynamic search features.

I am looking for a skilled web developer to create a custom directory site for me. I prefer a minimalist and clean design for the website. Ideal skills and experience for the job: - Note, I am NOT looking for a designer who just cosmetically modifies templates and adds user information. I am looking for a custom website designer who can create content without reliance on templates (or the programing skills to heavily modify a template to meet my requirements). - Strong knowledge of creation / setup of MySQL database. You will be creating the framework for a database and the user interface(s) to access the data. - Experience with creating and implementing dynamic / advanced search and filter options. - Proficiency in website design and development, with a focus on creating custom designs Key requirements and features for the project include: - This is 'pay to use' type site, hence the ability to register, signup, and pay must be included features. - Users will have 3 levels to choose; basic, standard, and premium. Each level will offer features for their specific level. - Users have the ability to purchase pre-sized advertisement direct from the website. - The ability to insert pre-sized advertisements in the user pages. - Backend access to manage the database and users. - Analytics - Setup emails for this site - Ability to email groups defined in the database - Ability to post content and files with access rules (see user levels above) - Ability to auto and manually send request for payments and/or reoccurring bills based on due dates.
