Look, it's one of two things: Either there's an error with the way the function is written and its parameters, or you have hosting provider issues. If it's the latter a Freelancer won't be of much help, but I can find that out really quick by copying your function into a server of mine which I've proved can execute the mail function with no issues and see if it works there.
