New photo upload page for my website

The project is about creating a new photo upload page for [login to view URL] website. The new upload page can use an existing photo upload framework (but it should be a free one, and also stated when bidding for this project) and will need to be adapted to the way the photos are stored on the server. When a photo is uploaded, 3 versions of the photo should be stored on the server : one for thumbnail (small), one for standard size, and one for full screen display. The new upload page should cater for 20 pictures. The photos are stored on the server in numbered directories, depending on the ad number. This is to avoid having too many files in a single directory. Each of the numbered directory has a subdirectory called "thumbnail". A new subdirectory for full screen photos could be created called "fullsize" to store the fullsize versions of the pictures. The naming conventions of the pictures files uploaded on the server should be kept as-is. The page should also allow to remove uploaded pictures, keeping the existing logic (pictures are not deleted on the server but renamed) As my website is on a shared hosting, there may be some limitations for resizing functions of php. Therefore if the uploaded picture is above a given size limit, the picture should not be resized and therefore stored "as-is" on the server. The size limit should be easily changeable in the code. Also there should be a limit on the weight in (in MB) of the pictures uploaded with a message to the user if the picture is above the size limit (as of today). The chosen developper will have access to a test server and should upload the new page on this server to test and for us to confirm if it's working properly. Attached is the current php upload files (there is currently 2 systems used to upload pictures, this new project aims to replace those 2 systems that are not satisfactory). It can also be tested on the [login to view URL] website by logging in with the login "test" / password "test".
