523295 Create wordpress theme with theme options

We need to create a wordpress theme along with custom theme options mentioned in the attached document. This is pretty simple job.. however, we need only experienced coders who have done similar job. Xhmtl coding is already done. Just have to make it WP theme. Please see attached document for exact details for theme options Requirement: 1.
