Social Impact Evaluation: Planning and Outline Stage

I'm looking for an experienced freelancer to develop a social impact evaluation plan and outline. The purpose of this evaluation is to identify areas of improvement for a social initiative and the long term effects of the enterprises' programs. The evaluation will not need any participants, it is a question of research and expansion, with an in-depth look into the enterprise and how it conducts business for social change. This is the planning and outline phase of development, so it will not necessarily be put into practice once completed. It is an overview and initial phase of amelioration to be assessed for possible partnership. This will need to be completed relatively quickly; within 2 to 3 weeks. It is not meant to be an exceptionally long and in-depth report that would need any external input outside the application of a viable social impact framework for possible assessment use. I'd also like to add that this should be an academic writing proficient. This should include some of these elements: a background on the company, market landscape overview in contrast, either a theory of change or logic model, or both, a stakeholder map of beneficiaries and possible target markets for benefit, current impacts from any first or second hand data that can be compiled, financial assessments of the programs an their contribution to society, including potential cost benefit analysis or SROI, areas for expansion and improvement, overall recommendations. The right candidate should have experience in social impact evaluation, with an interest or background in social impact film/cinema/documentaries, and be able to deliver high quality outcomes within the allocated timeline. A background that recognises the value of current and/or prominent academic sources as a further means of depenthening insight and possible innovative social impact assessment inspirations as a contrast to current industry modalities for social impact assessment of cinema/film on society would be a big plus outside general research but is not a requirement.
